Internet Rechartering
Internet Rechartering is a Web-based method for units to renew their charters from home or any other location with internet access. This new method is easy, convenient, and accurate because each unit enters the information themselves! Detailed information regarding how to log onto and use the online rechartering system is set forth here.
Facts About Internet Rechartering
Internet Rechartering is for annual charter renewal of traditional units: Packs, Troops, Teams, Crews, and Ships.
New members who join the unit prior to completing the recharter process may be added to the charter (paper forms must still be collected and submitted with the charter).
DO NOT DELAY submitting New Member Registration Forms to the Council. New members who join the unit should have their paperwork submitted to the Council as soon as possible, including during the recharter process.
Internet Rechartering is only for charter renewal. New unit charters cannot be established through Internet Rechartering.
Charters for units other than Packs, Troops, Teams, Crews, and Ships may not be processed through Internet Rechartering.

What to Do — Short Version
- Sixty days before your unit’s expiration date, the unit committee selects a renewal processor.
- The renewal processor completes the Tutorial (see above link) prior to attending their district’s Internet Rechartering Orientation Meeting in October.
- The renewal processor attends their district’s October orientation meeting to receive training and the unit access code.
- Sixty to 45 days before the Unit’s expiration date, the renewal processor clicks Recharter Now (see above link) to begin the process.
- When the online process is completed, the renewal processor prints the completed charter renewal application.
- The unit leader and the chartered organization representative sign the charter renewal application. Bring the application along with the material you received in your recharter packet (such as the Centennial Quality Award Commitment and Achievement Form), and all appropriate fees and new member forms to your district’s charter turn-in meeting.

Unit Preparation: Choose a “Processor”, Attend Training
The unit leadership selects a volunteer to serve the unit as the charter renewal processor for the unit. This person is responsible for collecting the necessary information from the unit leadership, and performing the recharter data entry. TIP: Unit Leaders, this is a great way to have a parent to become more active with your unit’s committee!
The unit’s charter renewal processor, who is selected by the leadership, will attend an orientation meeting to receive training and to obtain the unit’s access code.
Council Preparation: Charter Renewal Kits
The council prepares a unit charter renewal kit for each unit due to reregister, including a letter outlining the use of the new Internet Rechartering system, the council’s web site address and the unit’s unique access code.
AT LEAST 90 DAYS BEFORE RENEWAL DATE: Communicating with the Chartering Organization
The district executive visits the head of the chartered organization to renew the Scouting relationship and to discuss the current state of the unit.
60 DAYS BEFORE RENEWAL DATE: Assess Unit Membership
The unit commissioner and unit committee conduct a membership inventory of youth and adults. Visits are made to inactive members. The charter review date is set and all unit adults are urged to attend.
60/45 DAYS BEFORE RENEWAL DATE: Print a Revised Charter Renewal Application
The unit’s charter renewal processor will visit the local council’s web site, and will complete the steps through the submission process and print a revised charter renewal application.
To assist in this process, there is a report available to council employees with membership reporting capabilities entitled Commissioner’s Status Report. This report provides the commissioner with the renewal status of each unit, including the date of first login, the current stage of the process completed, and date submitted.
45 DAYS BEFORE RENEWAL DATE: Charter Renewal Meeting
The commissioner and unit committee chairman conduct the charter renewal meeting with the unit per the standard charter renewal process. Additional changes may be made to the renewal application. The renewal application, with appropriate signatures, applications for new youth and adults, appropriate fees, and the Centennial Quality Award current year achievements and commitments for the coming year are all completed at this meeting.
All forms and fees are then delivered to the council office by the Commissioner, or to the district’s charter renewal turn-in meeting.
30-60 DAYS AFTER RENEWAL DATE: Charter Presentation
Membership cards and an updated unit roster will be mailed to the unit’s Committee Chairperson.
The commissioner makes a formal presentation of the new charter certificate at an appropriate gathering of the chartered organization.
